B2 TeCS believes that the key drivers for e-government are:

  • Government services - internal and external - are expected to be efficient and easily accessible.
  • Anytime, anywhere access to information and support is essential to satisfactory service fulfillment.
  • Citizens expect updated information to be available on a 24/7 basis.
  • Participatory government requires bi-directional communications to encourage dialogue and understanding.

Achieving E-Gov objectives deriving from the above drivers requires cooperation, collaboration and team work within government, using uniform, defined processes to deliver information and services.

  • Physical and organizational boundaries should not be a barrier.
  • New teams should be able to quickly establish their presence within an organization.
  • Any given team should have access to all inputs and outputs - across physical and organizational boundaries.
  • Information stove-pipes should be overcome.

To meet these needs, B2 TeCS has developed the Enterprise Business Portal (EBP). The objective of EBP is to facilitate the conduct of the day-to-day business of any government organization. In support of this goal, EBP provides a web-enabled platform with a comprehensive set of functionality to enable workplace/project collaboration, facilitate business/work process management, communications and knowledge management amongst centralized or dispersed participants within and across an organization. This platform provides the project and inter/intra-departmental collaboration, communication, knowledge and document management capabilities typical of collaboration environments.

In addition, EBP provides the framework to define, capture and automate the implementation of business requirements using B2 TeCS developed and 3rd party components for 'business objects' and associated workflow processes. The framework for business object definition allows an enterprise to define its business objects and their associated processes with none to minimal programmer intervention and can provide them to end users in as few as a matter of hours to a few days depending on the complexity of the information requirements and workflow processes. This allows an enterprise to rollout new features, services and processes very rapidly and be agile and adaptable. By necessity, the implementation of this framework is undertaken as a custom deployment within the context of the clients' operations. The advantages discussed above accrue after the deployment. The combination of the above two sets of capabilities, in conjunction with the underlying technologies of EBP, provides a powerful environment to enable and facilitate existing processes.

EBP addresses issues of access to existing systems via the use of portal and Java Server Pages (JSP) technology for encapsulating and exposing data and functionality from existing enterprise systems. The EBP platform is designed to be extensible and adaptable in order to be responsive to evolving business needs. Integration with existing legacy or backend systems is addressed via XML interfaces and workflow.
